Architectural Compliance Committee
  • Are PODS permitted on TOSCA property?
    PODS are permitted on TOSCA property with proof of insurance and prior authorization through Cardinal Management (see Parking Policy Sec.IV, Letter T,  pg5).
     
    PLEASE NOTE: PODS without proper documentation will be removed immediately and stored at owners expense.
  • Can I build a shed or deck outside unit?
    Yes, however, approval from the ACC is required BEFORE the installation as there are guidelines that need to be followed.

  • I was wondering if i needed to request permission to replace my fence. It's beginning to fall apart, and needs to be replaced. I'm not going to change anything. The dimensions and design will remain the same. The wood needs to be changed
    Yes.  You MUST file a Reguest for Change form.  Please refer to the website for the Architechual Rules as there are only two acceptable fence styles you may use.

Board Meetings
  • When and where does the Board meet?
    The Board meets the third Tuesday of each month unless otherwise noted.  Meetings are held at Saratoga Elementary School during the school year and in the summer at the Lorton Library.  Meetings are posted on the upcoming events page.
  • Who may attend a Board meeting?
    The meetings are open to all community residents, including tenants.  There may be hearings, which are private matters between the Board and homeowner.  Hearings are held at the beginning of the Board meeting and are private.  All other business is open to the general public.

Parking
  • Are commericial vehicles allowed to be parked in the community?
    Commercial vehicles may not be parked in the community.  This means any vehicle with commercial tags, company logos, ladder racks or contractor vehicles may not be parked within the community on a regular basis.
  • What are the parking rules in the Community?
    Each unit has 2 assigned parking spaces.  Visitor spaces may not be used by residents.
  • What do I do if someone parks their vehicle in my assigned space?
    If an unauthorized vehicle is parking in your assigned space, you may call A-1 Towing to have that vehicle towed from your space.  The ONLY time a homeowner may contact the towing company to have a car towed is when a vehicle is parked in their own space.  All other parking violations should be reported to Cardinal Management.   A-1 Towing may be contacted at:

  • When are cars towed?
    Cars may be towed for violating ACC rules, delinquent HOA fees, lack of current registrations, violations of visitor parking, just to name a few.

  • Who do I contact to lease a parking space at the pool?

  • Who may use visitors spaces?
    Visitors, service, repairmen, installation, and delivery vehicles may use visitor spaces. The same vehicle may not continuously be parked in a visitor space.

Renters
  • As a renter, what are my responsibilities.
    Renters have the same responsibilities as homeowners.  It is up to the landlord, and in your best interest, to inquire about rules and regulations.  Tenants must follow parking and ACC rules, as well as trash pickup schedule.

Roads
  • Who do I contact to report road issues?
    Please call VDOT at 1-800-367-7623 to report any issues with VDOT roads such as needed repairs, snow plowing, or parking issues.  The VDOT roads are Edinburg Drive, Edinburg Court, Lake Pleasant and Northumberland. 

Safety
  • Who do I call if I notice unusual activity in the community?

Trash/Recycling
  • Can I throw appliances, furniture, mattresses, dressers, remodeling debris etc. out with the regular trash.
    Please call American Disposal (703) 368-0500 to arrange for special pickup.  American Disposal will give you any instructions regarding pick up day, times and costs.
     
    OR
     
    You can call Mr. Gray at 571-241-6772 for FREE pick up of refrigerators, washers, dryers, water heaters, diswashers or scrap metal.  He will then recycle the metal.
  • On what holidays is there no trash pickup?
    If trash pickup falls on Thanksgiving Day, Christmas Day, New Year's Day, or 4th of July, there is NO trash pickup.  Being that Saratoga's recycle pickup is Thursday, there WILL BE a make-up pickup day the following Saturday.  Please note that the recycle truck will most likely come earlier than normal.
  • What things can be recycled?
    RECYCLING GUIDELINES
     
    ALL recyclables need to be securely disposed of, especially on windy days.  When papers, bottles, boxes are not secured and get blown around the neighborhood, TOSCA has to pay a company to walk the neighborhood and collect all trash.  This costs TOSCA a great deal of money each year.  If this continues to be a problem, a special assessment will have to be paid by each homeowner to help cover these costs.  To eliminate this special assessment, please tie all newspapers into bundles, and place all other recyclables in a clear recycle garbage bag.

  • When is our trash and recycle picked up?
    Trash is picked up on Monday and Thursday.  Recycle is picked up on Thursday.  Trash may not placed out before 7:00 PM on the evening before trash day.  Recycles may not be put out before 7:00PM Wednesday evening.  Fees will be assessed to units who violate this policy.

Yard Sales
  • Are yard sales permitted on front lawns in the community?
    Yard sales are permitted.  Signs advertising garage sales or other special private events are permitted but may not be displayed more than 7 days prior to event and must be removed on the day the garage sale or event ends.
