Citizen Advisory Committee

Want to provide a valuable service to your community, and be more informed about county issues and laws at the same time?
 
Consider joining the West Springfield Police Department Citizen Advisory Committees (CAC). Meetings are held at the West Springfield police station the first Tuesday of each month at 7:30 p.m.
 
CACs enhance communication between residents and the FCPD and offer residents a chance to dialogue with members of their local police districts. Members are kept informed about significant safety matters in their neighborhoods, and are encouraged to bring any issues or questions to the attention of local police commanders.

Community Accomplishments

Many people have questioned what TOSCA does with the quarterly assessments each homeowner pays.  Aside from paying fees for trash, recycling, snow removal, lawn care, and management, below you will find a list of things that have been accomplished over the past five years.
  • Replaced playground equipment in all 3 tot lots
  • Paved all roads
  • Sealcoated half of the roads (per schedule)
  • Beautified multiple common areas
  • Added 2 wrought iron benches to common area on Edinburgh Drive
  • Addressed major drainage and ersion issues causing flooding to homes and common areas
  • Have and are replacing broken and uneven sidewalks
  • Repaired the retaining walls on Edinburgh Drive and Dayspring Court
  • Removed, limbed, and purned many, many tears in the neighborhood
  • Raised the height of the brick entrance wall
  • Added multiple dog waste station throughout the community

What to Recycle?

To find out what items you can and cannot recycle, please visit the FAQ under Trash/Recycling.
 
Did you know that NOT properly securing your recycling is costing TOSCA 1000s of dollars each year.  In order to keep the neighborhood looking clean, TOSCA has to pay crews to walk the neighborhood and pick up trash on weekly.  This can be eliminated if everyone does their part by properly securing trash and recycling, and even picking up trash you seeing blowing around.  If this continues, TOSCA will require each homeowner to pay a special assessment fee to help cover these costs.
 
PLEASE secure ALL recycling properly!!!  All newspapers are to be bond into bundles.  All other items should be placed in a clear recycling bag (like a garbage bag).   Pizza boxes are not recycable as they are contaminated with good and grease.  Same is true with paper plates and cups.
 
 
Annual Meeting Summary

At our Annual meeting on June 9th, the Board of Directors summarized the work and accomplishments that has been a culmination of several years and several boards.
Our Townhouse community has now replaced ALL 3 Tot Lots with new playground equipment, We have paved ALL of our roads, Sealcoated 1/2 (the remainder of the  sealcoating will follow in the next year or two), we have raised up the  (east) Saratoga sign on brick wall from 3 ft to 6 feet and enhanced the garden on many corners thru out the community. 
We have addressed some major drainage and erosion issues that were causing flooding in common areas and also in the homes of some residents and we have performed a multitude of tree work (limbing up, removing and thinning out). 
We have installed 2 wrought iron benches in the comon area and lets not forget the dog stations that were put in several years back.
Soon there will be additional beautification of the common areas and additional plantings of smaller trees, shrubs, grasses  and crepe myrtles.
Additionally our delinquency list has dropped dramatically over the years that it is now around 1%.  
So " THANK YOU" to everyone for paying your dues and contributing to the upkeep of your homes as well as the entire community.  It truly shows!

Fairfax County Dept of Code compliance

Fairfax County has published a Neighborhood Concerns and County Services brochure designed to outline regulations established to promote health and public safety.
 
A particular item of interest is the zoning regulations which state that no more than 4 unrelated people may live in a dwelling.  The number to call for overcrowding is 703-324-1300.
