Winter is Coming!!!

Winter is coming!!!  NO dumping snow in front of the mailbox or fire hydrants.  Please DO NOT use rock salt or products with potassium on the sidewalks.  These products damage the sidewalk, especially the new sidewalk laid this past year.

Traffic Calming Study

FAIRFAX COUNTY DEPARTMENT OF TRANSPORTATION (FCDOT)
RESIDENTIAL TRAFFIC ADMINISTRATION PROGRAM (RTAP)
PRIMARY STEPS IN THE TRAFFIC CALMING PROCESS
 
STEP 1
  •  HOA or Civic Association contacts district supervisor requesting traffic calming
  •  Supervisor forwards request to FCDOT for basic eligibility review
  •  Eligibility requirements: Street must be classified as local or collector with a minimum of 1,000 ft of linear roadway AND Street must have a 25 MPH speed limit
 
STEP 2
  •  If road meets basic eligibility, FCDOT conducts formal traffic count and speed survey of the roadway
  •  Qualifying Criteria: Volume of 600—6,000 in 24 hours AND average speed ≥ 30 MPH OR 85th percentile speed ≥ 35 MPH
  •  If road qualifies, FCDOT informs supervisor’s office and task force is created
 
STEP 4
  •  FCDOT drafts conceptual traffic calming plan
  •  Plan is reviewed with the task force and seeks concurrence of the plan
  •  Task force obtains necessary signatures from affected residences (property owners)
 
STEP4
  •  FCDOT and community task force conducts a community awareness meeting to discuss the traffic calming effort
 
STEP 5
  •  Vote via ballot by residences as indicated on the map provided by FCDOT, to approve the traffic calming plan
  •  One vote per residence in balloted area
  •  Minimum 50% return of issued ballots needed, 60% of returned ballots must support entire traffic calming plan
 
STEP 6
  •  If plan passes, FCDOT requests endorsement of proposed traffic calming plan from Board of Supervisors
  •  Endorsed traffic calming plan is forwarded to Department of Public Works and Environmental Services for installation
     
 
Community Accomplishments

Many people have questioned what TOSCA does with the quarterly assessments each homeowner pays.  Aside from paying fees for trash, recycling, snow removal, lawn care, and management, below you will find a list of things that have been accomplished over the past year.
  • Seal coat remaining roads and add a few speed bumps
  • Sodding and planting in bare common areas
  • New benches at tot lots
  • Saratoga brick wall was raised, new letters in place, and bushes and other greenery planted
  • New playground-safe wood chips applied to tot lots
  • "No Pet Signs" added at tot lots

FREE Applicance Disposal

If you are disposing of a refrigerator, washer, dryer, water heater, diswasher or scrap metal, please call Mr. Gray at 571-241-6772 for a FREE pick up. 
 
Please help TOSCA save money!!  American Disposal WILL NOT take these items and homeowners just leave them sitting at the curb until TOSCA pays for a special pickup.  This is NOT okay.  It is costing TOSCA large sums of money each year to dispose of such items, not to mention trash and recycling that gets blown around the neighborhood because they are not put out in secured bags/cans.  Please help keep this extra expense down by calling Mr. Gray.  He is more than happy to pick up your items.
